Meet the Social Workers in the Utah State Legislature

  Sandra Hollins (D)
  House District 23

 

Sandra Hollins is a Licensed Clinical Social Worker with Volunteers of America Homeless Outreach Program. She received her Bachelor’s Degree in Business Management from the University of Phoenix and her Master of Social Work Degree from the University of Utah. Sandra’s primary focus has been in the area of substance abuse treatment and providing services to the homeless population. She currently works on an interagency community service team that uses the Housing First model to house individuals with SPMI (serious and persistent mental illness), who are chronically homeless with substance abuse disorders.  Her past work experience includes working with the Hurricane Katrina evacuees and as a refugee children advocate in the public school system.  

Sandra is the newly elected representative for Utah House District 23. She is married to David and has two daughters, Jaynell and Canice, who are currently in college.

  Francis D. Gibson (R)
  House District 65

 

Representative Gibson has served in the Utah State Legislature since 2009.  During his tenure in the legislature, he has served on the Education Interim Committee, Education Task Force, Health Reform Task Force, House Education Committee, Public Education Appropriations Subcommittee and several tax and revenue committees, and has sponsored many important pieces of legislation.   
 
Prior to his legislative service, Representative Gibson served on the Mapleton City Council from 2003-2007 and has been an active leader in scouting and youth sports.   He received a Bachelor’s degree from Brigham Young University and his Masters of Social Work degree from the University of Houston.  He is a certified conflict mediator and currently works as a healthcare administrator.
